He was born in Kırıkale in 1972. He is a graduate of the Department of Electronics Engineering. He received a scholarship in Japan. He holds master's and doctorate degrees in telecommunications. He holds a Master of Business Administration in Marketing and Finance. He has been working in the IT and Telecommunication sector for 30 years.

In Türk Telekom Group; Dr. Taşkın, who worked as a senior manager in Network Planning, Operations, Strategy, Business Development, R&D, Program & Project Management and International departments; In addition to the establishment of Fixed, Mobile and Internet Networks, he has undertaken important duties in the realization of many network-based projects offered to Corporate Customers, in the management of 'e-government projects' in Türkiye and in the development of many new generation products.

He received the 'best article award' in France with his article 'The Evolution of Existing Telecommunications Networks'. He is one of the chapter authors of the book published in the field of 'Information Technologies' in the USA. Dr Taşkın's book "Network Technologies and Telecommunication", which was published in the 5th edition, received the best book award in 2015.

The start-up company he founded in the field of Artificial Intelligence has realized great projects. He teaches graduate courses in Information Technologies at Bahçeşehir University and invests in promising start-up technology companies as an angel investor. He has been writing for industry magazines in the field of technology for more than 20 years.

Dr. Taşkın, who has been serving as the General Manager of Information Technologies at the Ministry of Treasury and Finance since 20 May 2021, received the Cyber Shield, Contribution to the Domestic Product Ecosystem, Best Project, Great Place to Work Institute - Great Workplace awards. Also he has The Stevie International Business Awards 2022 'Information Technology Executive of the Year' gold award.
